The Truth About What is Happening in Christchurch New Zealand

Hotel Grand Chancellor is a story that needs to be told. Maybe a book
someday! It was finally announced on Wednesday but it is the story behind
the delay that is interesting.

This story also applies to the rebuilding and repair of Christchurch which
Fletcher Building are overseeing.

The tender was to RCP (project managers for council) but was passed over to
CERA once they arrived.

CERA is staffed entirely by Fletchers employees.

CERA delayed the announcement for a month to enable Fletchers to study the
other tenderers info & submit a late bid. The day it was submitted CERA
awarded them the tender.

Fletchers price was 3 million higher than anyone else’s!

Fletchers have no intention of doing the demolition, taking the risk, or
putting up the bond to cover the risk. They are just appointing themselves
as project managers to clip the ticket & then getting the original tender
winners to do the work.

How did they get away with it?

Do a companies search on Fletchers. (No – don’t bother we’ve done it for you
below).

They just got bought by the Reserve bank!

RBNZ owns 275 million Fletcher shares while Hugh Fletcher now only has 5000.
Its a SOE. A Govt department!!

They bought themselves an income stream. They direct all the profits from
the recovery straight into their own pockets instead of allowing the people
of ChCh to make a bit each to help them recover.

You have to admit it is clever!!

But how on earth did they keep it out of the media?: NZ’s largest Co gets
bought by Govt & it doesnt make even the tiniest news report? Really???

Something is rotten in the state of Denmark! (or in this case Canterbury!)

Meanwhile still no start to the demo & recovery after 3 months.

The books get fiddled while ChCh burns!

involved jointly or singularly in a government sanctioned role, for fear of

a continued potential for a monopoly and huge profiteering there from.

A . Fletcher Building and the NZ Government, along with the other

Financial institutions that form the majority shareholders in Fletcher

Building.

Q. Who are the losers?

A . The property owners, their tenants, clients and customers, along with

everyone in New Zealand who believes in a ‘level playing field’, all the

people of Christchurch, and all the people of New Zealand that have

supported, volunteered their time and/or donated their hard earned, tax-paid

monies to the recovery following the devastating events of February 22nd.

        The people are the Government first of all, if the people want results then the are going to have to elect representatives that will vote in the people’s best interests.       Yes the Goverment will put the money back into Christchurch, but where is that money coming from? NZ is in so much debt that the money to rebuild is coming from the Cantabs thats are already in strife… Tax will go up, rent goes up, rates go up… income stays the same…

      By the way still waiting on repairs from 4th September price from our friends at Fletchers so if it is going to come back for sure. Give me your money and wait for the money and repairs to come back to you.

    The ownership is true I checked it out at the Companies Office. Also look at the rest of the owners JP Morgan, CityBank and all of the other financial parasites who are going to leach money out. Naomi Klein (Disaster Capitalism) is alive and pumping in New Zealand.

      People really should get their facts straight here about Fletchers …. and if you can use a computer to post here …. you should be able to view an annual report.

      The owner of the shares is not the Reserve Bank, it’s in fact the NZ Super Fund, which is administered by the Reserve Bank. They are a major shareholder in many NZ companies, not just Fletchers. It’s amazing how gullible some people are to believe the ramblings of an misinformed and I’m picking bitter person.

    On the NZ Companies office Fletcher building has 10 shareholders.
    BNZ has around 300K shares out of a 730K share pool.
    The other 9 shareholders are Australian so that takes the cake!
    Its one thing to tilt the table your way buts its another to cut of your nose to spite your face.

    Well said Waddy. The problem with this story is not that it is not true to some extent(its not an urban myth, that is just what is put about) is that the government can quite rightly claim they do not own Fletchers.

    People still believe the Reserve bank is part of the government. LIke the majority of the worlds central banks it is privately owned or at least a Hybrid(set up by govt but run by private groups for their own benefit).

    Those behind the central banks are the groups such as Waddy outlines. They are the ones who get the world into finanicial strife then have to be bailed out.

    right now the world is in the greatest transfer of wealth & power that has ever happened & most people can not see it. Much of it is dismissed as conspiracy theory..

    Yet one of the top conspiracy theorists is at present really starting to make an impact on the US presidential republican race. By name of Dr Ron Paul.

    Perhaps you should also look at the insurance situation. The body that you have to go to in order to complain about your insurance company is the Insurance Council. The Vice-President of the Insurance Council is Jackie Johnson the CEO of IAG (now the new owner of AMI and the largest single insurance holding in NZ – almost a monopoly given they also have State and Tower). Oh and then there’s the fact that the Chair of IAG, Hugh Fletcher, is on the Board of Directors of the Reserve Bank of NZ.

    This is not a myth. I was a demolition contractor with no work whatsoever after the earthquakes because of brand new compliance issues enforced by CERA and to get new CERA “accreditation” took over a month, in the meantime fletchers fenced off the centre of the city and took over the entire red zone

      There are also large areas of CERA that have nothing to do with construction, for example departments that deal with Community Wellbeing. What I’ve seen there are academics and public health experts, nothing to do with Fletchers.

    The reserve Bank does not own any shares. Its a clearing house for international companies who wish to own NZ shares. In brief, NZClear is a real-time settlement system which members access from their premises. Each member has a security account on the system which records the securities “lodged with New Zealand Central Securities Depository Limited” (NZCSD), a custodian, fully owned by the RBNZ. NZCSD becomes the legal owner of the securities on the relevant register and holds securities on behalf of the member, the beneficial owner. The inventory of securities held in the depository currently stands at around NZD92 billion.

    So it’s very clear, the government is not “the beneficial owner” of Fletcher Building shares or any other shares held under the NZClear system.Fletcher Building has won just the one demolition contract, for the Hotel Grand Chancellor, and hasn’t been involved with any other demolition work in the central city. There is a vast amount of demolition work being done in and around Christchurch, almost all without Fletcher’s involvement.

    Some correct answers to questions in the email which has been circulating are below:

    CERA is the principle. However, all costs associated with the Grand Chancellor demolition will be recovered from the owner.

    Q . Who assessed the Tenders for the Demolition of the Grand Chancellor?

    Initially Civil Defence appointed engineers in association with the owner’s engineers.

    It then went to CERA appointed engineers in association with the owner’s engineers.

    A recommendation was then made to CERA and the owner before a final decision was made.

    Q . Who has been awarded the Grand Chancellor job (at whatever price and/
    or conditions)?

    Fletcher Construction Company. The contract is worth in excess of $10 million – this was stated openly by the owner of the Hotel Grand Chancellor when the contract was awarded.

    ur a f*cking dickhead mate. the reason the hotel grand chancellor took so long to get demo’d was because scaffolders were inside propping up the inside of the building so it doesn’t fall down. i know this because i have talked to the owner of the scaffold company. maybe you should do more research before you waste your time and everyone elses.

    Im a tradesman who does repair work for EQC/Fletchers on residentual. I have never encountered such tightly budgeted allowances for my work, It would seem the job manager (usually builder) is in with the Fletchers crowd and has no concerns about about adding their extras(variations) to benefit themselves and Fletchers. They seem to replace items with alot poorer quality/cheaper options where they can get away with it. But I am having constant debates about standard procedures/systems i use to get the job done properly as i normally would. i.e there is no allowances for that, your standard price you charge is all we will allow, things such as finishing products which are standard installations are not allowed for im told. But i will not be dictated to, im am a free man. I have never given authority to someone to command unconditionaly what i will be paid for my efforts. I am a fair man and expect nothing less than what i offer to others. These are YOUR homes people, don’t let THEM replace anything with something substandard. YOU have the right to say “I dont agree, that is unacceptable”

    A large corporation moves quickly after a disaster to profit as much as possible in the aftermath, as shock and awe renders most everyone else incapable of deciding what to do next.

    A Govt supports the company and works it to their advantage, as politicians are not politicians forever and need to line their pockets while they can, meanwhile the majority of the general public remain incapacitated by the disaster and unable to take steps to stop the profiteering, the corporation doing the rebuild will do the cheapest job it can so as to maximise profits and thereby reward its shareholders be they individuals or institutions.

    Later the general public finally has the chance to pause from a period of frantic recovery and realise that the corporation has the advantage and nothing can really be done halt them, people begin protesting and talking about democracy and their rights, but in the end no-one in power cares..

    While there is money to be made the regular hard-working person will be taken advantage of and required to suffer through it, there is not new, the world over its happening, anywhere a disaster has occurred or a war has been fought companies and individuals are profiting massively from it whilst spouting rhetoric about democratic principles and their right to make a profit and trying to fear sell the possibility that without the ‘freedom’/’environment’ to do so, some other terrible extreme political will reign – fascism, communism etc will be the only alternative

    Extreme Capitalism – profit at any cost, to principles, to people, to the environment is negative and unsustainable. All you can do is run for Government, conceive and campaign utilitarian principles in the interests of the community, in the interests of the environment, do not be swayed by kick backs and commercial opportunities that will open up if such an event as this earthquake happens ‘on your watch’.

    Aspire to be comfortable, not to be rich, only then will the situation that has eventuated here in Christchurch be stopped from happening again. Because in the end all your buster/outrage/hurt/loss will come to nothing and this event be consigned to history.

    Fact 1, the government are the people, we pay taxes which is spent by the government on our behalf.

    fact 2, The reserve bank is not owned by overseas interest. It is a full government Department the same as Winz, Health Dept etc.

    fact 3. The government is controlling the rebuild of CHCH for the simple fact that the CCC isnt big enough, and its not a local disaster its a national disaster.

    Fact 4. It is far better to have 1 company in control even if all they are is project managers, that is just plain common sense, ask anyone who has ever done a major build.

    fact 5. Yes the NZ Superfund is a major shareholder in Fletchers as they are in all of New Zealands major companies, so what.

    If I want to read a good conspiracy novel, I will read The Da Vinci Code.

    Some people need to get a grip on reality, not everything on the net or news is true.

    Fletcher Building is one of the only companies in NZ that has enough resources to effectively and efficiently project manage some of these huge demolitions. I personally worked on the Grand Chancellor demolition and it was very much a joint effort by Fletcher’s and the sub-contractor. In no way are they ‘clipping the ticket’ and getting a free lunch. In a tender process it is often not the cheapest that wins it, other considerations like speed the project will be completed, safety considerations, resources, and past track records with such projects. Some of these smaller emerging companies trying to make a buck off the earthquake may well have been cheaper but there is no way they will have had the required experience and expertise at hand to undertake the Chancellor which was/is a very complicated demoition.

    I can’t validate many of the statements made in this report but…It is not unusual for RCP to be appointed by the Govt, nor is it unusual for RCP to evaluate Tenders and award to the company MOST CAPABLE of managing this massive project. Several of the largest NZ construction firms are involved not just Fletcher, e.g. Fulton Hogan and Downer.
    OK you could say that putting a huge amount of work into one company is not good, however this is an unusual event with a huge impact on the whole of NZ.
    Also, many smaller companies are working there including the company I work for. Some of this report is almost “tabloid press”. BTW, to say that CERA is entirely Fletcher employees is incorrect…see:

    Also Duncan Gibb is the Christchurch Infrastructure Rebuild Team Alliance manager. I worked with Duncan on the SH20 Mt Roskill Project 6years ago and he is one very capable person, even for an Aussie.

    I recommend that people really ought to do some homework before taking this report too seriously. Would you rather a private company owned by majority offshore shareholders made all the profit and took it offshore?

    So in summary what youre saying is that the government is paying for all this, to be done by a company where any profits (or part if) made will go back to the government. And that this will likely mean that the government doesn’t need to use up every last taxpayer dollar to pay for the Christchurch rebuild and may have some money left for say healthcare, education etc etc?? Gosh that’s sounds so unfair (sarcasm)!! Business is business and whatever makes the most economic sense usually wins and this might not be fair to other companies who put in tenders but sure sounds fair to this taxpayer AND Cantabrian.

    I live in christchurch and if my government is smart enough to retain some of the cost in this manner e.g. buying the lead contract company for the job, I would rather see that than some austrailian or american company taking that money offshore into the private sector.     This is all conspiratorial nonsense which you would have discovered if you had bothered to ask the Reserve Bank about what NEW ZEALAND CENTRAL SECURITIES DEPOSITORY LIMITED actually does.

    This is the RBNZ response I got from them yesterday –

    “The Reserve Bank and NZCSD do not have a beneficial interest in these securities, with the ownership rights and investment risk …lying with the beneficial owners, who are free to deal with the securities in the system.

    To summarise, NZCSD is merely a custodian trustee which administers the shares on behalf of the beneficial owners, with the NZClear system allowing beneficial owners to electronically settle transactions of the securities that have been lodged into NZCSD’s name.

    Members of the NZClear system include banks, fund managers, custodians, trustee companies, investment funds and insurance companies etc.”

    On top of this I did some further digging and found that NZCSD was also listed as a major shareholder in more companies. These included The Warehouse, Sanford Ltd, and Restaurant Brands (the owners of KFC and Pizza Hutt).

    Do you honestly think the Government has major shareholdings in these businesses when the National party has stated quite openly that it wishes to divest itself of stakes in other assets? Why would they bother owning Pizza Hutt or The Warehouse? What possible benefit do they get from this?

    I’m curious, how much of this is actual fact based upon stringent research, such as OI Requests, governmental policy advisement and legislative reading?While i have no doubt that the government does some dodgy shit at times, i’m also not going to believe a blog which has shown NO evidence, ie links to legitimate sources, not to wikipedia and another blog, and sounds like the rantings of a crazed conspiracy theorist. Perhaps if you showed where you got your information from then people like me would be more likely to believe you. Show the trail of evidence before you make accusations. I’m just saying.
